Utilizing Assessment Instruments to Develop Core Competencies Staff Training within a City Public Health Department

The AIDS unit of a city health department developed a staff training program utilizing 2 assessment instruments as an integral part of this multi-tiered core competencies process. The staff members who received training are program analysts responsible for assisting service providers funded to offer HIV care and prevention. Training is designed to a) provide staff with information and knowledge to assist service providers b) increase self-efficacy regarding job performance.

Based on “5 Essential Services”, the initial survey provided a starting point and a direction for staff development and training that would take place throughout the year. The second survey was administered to the same group of analysts to determine how the past 17 months of Core Competencies training had impacted their self-assessment in performing their job duties.

Training topics were then developed in response to the results of this inclusive, peer driven assessment process, as well as from on-going staff feedback. The training schedule was built around existing weekly staff meetings and includes cross-unit information sharing and an evaluation component.

First and second year core competencies progress reports were submitted to management and program staff. These reports served to give a general overview of the team's work to date. This included results and information from the program analyst surveys, highlights of the team's work and next steps going forward.
