Many states now have web based data dissemination systems (WDDS). Each state that has deployed a WDDS has faced a different set of organizational opportunities and barriers. These organizational opportunities and barriers have large impact on the type of system selected, how the system is procured, the timing of system deployment and the datasets included in the system.
Organizational issues that affect WDDS are: place of project within organizational structure and particularly relationship to information technology group, number of full time equivalents (FTEs) devoted to the project over what length of time, funding sources for the project, and organizational impetus for undertaking project. Examples of tradeoffs that states deploying a system need to consider are: whether to develop, adopt or buy a system, how much work to contract out versus do in-house, when to narrow the focus, and who to choose as an initial target audience.
Based on key informant interviews with states currently deploying a WDDS (such as Massachusetts, Missouri, Washington, Maryland, Utah, New Mexico) this talk will outline how these organizational opportunities and barriers shaped the system.
