Omaha System: Telling your story about progress towards Healthy People 2010 objectives

Public health agencies working to improve population health outcomes often struggle for words to describe their community assessments, service delivery strategies, and outcomes. While population level indicators change slowly and can often only be measured through national or state systems at aggregate levels, intermediate measures implemented at local levels can show progress toward the ultimate goals. Data generated by public health practitioners using the Omaha System, a standardized classification, has been used to describe the needs of local populations, services provided, and the outcomes following those services for priority public health problems such as domestic abuse (15-34. Reduce the rate of physical assault by current or former intimate partners), childhood obesity (19-3. Reduce the proportion of children and adolescents who are overweight or obese), suicide (18-2. Reduce the rate of suicide attempts by adolescents), and fall prevention (15-28. Reduce hip fractures among older adults). This session will provide an overview of the process by which Washington County Minnesota Department of Public Health and Environment standardized documentation on health topics related to Healthy People 2010 objectives, collected and analyzed data, and formatted it for local administrators and officials. Specific information on analysis of Omaha System data using common software applications will be demonstrated.
