The main purpose of this study is to determine the technical and financial performance of the Ministry of Health Hospitals by geographic location in Turkey. The secondary objectives of the study are to measure the technical and the financial performance to determine the input and output levels of the hospitals having high or low performance, and to determine the satisfactory level of output and input levels of the low performance displayed by hospitals.In order to reach these objectives, years of 1996, 1997 and 1998 of the Ministry of Health Hospitals (n = 867), which have revolving funds, were used in this study. The Data Envelopment Analysis (DEA) was used in measuring the technical and financial performance.
The results of the study showed that, 72.55 % of the hospitals had low technical performance, and, 81.78 % of the hospitals had displayed bad financial performance. Moreover, it was found that the technical performance of provincial hospitals were higher than hospitals operate in the counties, the amount of wasted input and insufficent production had shown variations according to the location area of the hospital and this amount had been increased among the provincial hospitals. On the other hand there was no statistical relationship found between financial performance and location. At the end of study, policy suggesttions are made for the health policy makers in order to improve the technical and financial performance of public hospitals in Turkey.
