Family violence death review: An international system

Family Violence Death Review –An International System

Child Death Review, Domestic Violence Fatality Review and Elder Abuse Fatality Review are beginning to coordinate resources to address the spectrum of fatal family violence. Child death review began in 1978 with the Los Angeles County Interagency Council on Child Abuse and Neglect, ICAN. Child death review provided a multi-agency model. Members included coroner, law enforcement, prosecuting attorney, health, and child protective services. Teams spread to all states, Australia, Canada, and New Zealand. Agencies share case information one death at a time often with active cases. Five hundred reports from 100 teams provide data and recommendations. Netherlands is developing protocols. The Philippines and Malaysia have hospital based teams. ICAN became the National Center for Child Fatality Review in 1996 adding a web page in 2001(ican-ncfr.org) with website visits from 115 countries including those noted above and Japan, UK, France, Germany, and Mexico. Domestic Violence Fatality Review, DVFR, began in Reno Nevada anchored in the justice system, generally reviewing old cases. DVFR exists in 32 states connected by the National DVFR Initiative, (ncvfri.org). ICAN NCFR joined NDVFRI for a network addressing fatal/severe family violence. The Department of Defense plans teams. The Internet connects an estimated 1,000 teams with resources. Elder abuse fatality review began this century with local teams in 6 states. Future trends include more countries and better integration of all types of fatal family violence. Data systems will join cases, teams, professions and nations.
