From 1994 - 2004, South Carolina utilized a statewide Community Planning Group for HIV Prevention Planning with monthly meetings to accomplish its objectives. The Ryan White Programs utilized a different, more task-oriented process for planning, with a Peer Review Committee and special workgroups. With the release of the Advancing HIV Prevention Initiative (AHPI) in 2003, discussions were held with community stakeholders and health department staff regarding interest in and feasibility of integrating planning for prevention and care. A stakeholder group, composed of a balance of prevention and care representatives, was formed to study the proposed integration and provide recommendations. The group met over the course of 2004, working collaboratively to address perceived barriers and challenges to the integration as well as develop a structure and bylaws for the SC HIV Planning Council. Following an application review process, 25 persons from across the state were named to the Council, including seven consumers and the Health Department Co-Chair. Meeting for the first time in early 2005, the Council is task-oriented and progressive, striving to improve prevention and care services for persons living with HIV/AIDS (and targeted high-priority populations) as well as identify gaps in and barriers to accessing those services. Strategies and methods used by and with the Council will be shared.
