A Study in Development of View Ponts of Evaluation regarding Community Health Nursing

Objective: To establish a practical way to evaluate the community health systems completed by public health nurse (PHN) in Japan.

Method: The six public health nursing experts qualitatively analyze into the view points of evaluation on community health activities, were based on the 21 cases regarding development of community health systems. Those cases were collected from the PHN as participants of health program evaluation workshops in National Institute of Public Health in Japan.

Result: Through the analysis of the cases on development of community health systems, seven new categories followed by 15 view points of evaluation were revealed. The seven categories are place of discussion, mutual understanding, mutual recognition about problems and needs, agreement, implementation of programs, system evaluation as a hole, and change in health indicators. The 15 view points of evaluation are 1) setting of meetings, 2) selection of individuals, 3) mutual understanding, 4) mutual awareness of the present condition, 5) share of community needs and community resources, 6) discussion of problem-solving methods, 7) recognition of divided tasks, 8) purpose confirmation, 9) planning of activities, 10) implementation, 11) activities evaluation, 12) effectiveness of meetings “Ba”, 13) effectiveness of health systems, 14) reflection for health policy, and 15) levels of achievement to the ideal state.

Conclusion: The results suggest that developmental and formative evaluation is strongly needed for advanced community health practices by offering PHN new opportunities to systematically review and reconsider their activities.
