The Prairielands Addiction Transfer Technology Center (PATTC) provided clinical supervision to three training programs to encourage providers to implement evidence-based approaches to substance abuse treatment. Three separate training programs were conducted and evaluated for Iowa practitioners (1) to improve diagnosis and treatment of co-occurring disorders (2) to improve treatment success for parenting women through a curriculum designed to support them as parents; (3) to improve treatment for women with post-traumatic stress disorder. In all three evaluations, we found that evidence-based programs were only partially implemented. Lack of fidelity to procedures was attributable to: (1) perception of clinicians that programs were not appropriate for the unique issues of Iowan women, particularly rural women; (2) inconsistent commitment on the part of treatment center management to faithful program implementation; and (3) staff turnover was so frequent that the staff who received training were not always available to complete or repeat programs.
