Federal initiatives in support of clinical and infrastructure innovations for co-occurring mental health and substance use disorders

The Substance Abuse and Mental Health Services Administration (SAMHSA) is the Federal Agency charged to promote efforts to build resilience and facilitate recovery for people with or at risk for substance abuse and mental illness. In response to field identification of barriers to serving persons with co-occurring mental and addictive disorders (COD), the Agency is addressing COD as a top priority though a variety of science to service initiatives. The Co-Occurring Center for Excellence (COCE) and Co-occurring State Incentive Grants (COSIGs), and the recent release of the Co-occurring Disorder Treatment Improvement Protocol (TIP) are flagship efforts that reflect this priority.

The paper will discuss SAMHSA's partnership with the National Institutes of Health in a broad science to service agenda. The specific rationale and vision for responding to the needs of persons with COD will be described. The role and interrelationships of COCE , COSIGs and related SAMHSA initiatives such as the National Registry of Effective Programs (NREP), Addiction Technology Transfer Centers (ATTCs), the Centers for the Application of Prevention Technology (CAPTs), and Knowledge Application Programs (KAPs) in advancing the diffusion of evidence based practices into the field will be highlighted.

The paper will place the discussions presented in the previous papers into the larger context of Federal efforts to address COD and other Federal priorities such as the Performance Partnership Grants, Faith-based initiatives, and implementation of the President's New Freedom Commission on Mental Health Report .
