This presentation will provide a history of housing options for people with mental illness/co-occurring disorders that have a history of incarceration. The author will discuss the evidence-base and the lack-of scientific research on housing programs for formerly incarcerated persons with mental illness. This will include a discussion of programs that have been evaluated as well as programs operating without evidence base. Research conducted on programs that specifically identify persons that have been formerly incarcerated and programs that specifically target individuals with mental illness with or without a history of incarceration will also be explored. The author will conclude with suggestions and observations from the June 1, 2005 Expert Panel Meeting in Bethesda, MD, sponsored by the GAINS EBP Center, which will include a discussion of the necessary steps to define housing options for people with mental illness/co-occurring disorders that have a history of incarceration as evidence-based practices and the most practical options for communities.

Learning Objectives:

• Advance the understanding of the state of the field for evidence-based and promising practices as related to persons with co-occurring mental and substance use disorders in contact with the criminal justice system; and
• understand the fidelity issues and hurdles faced in program replication when adapting EBPs for programs serving a forensic population
