Steps towards universal coverage for children in Los Angeles County: Early findings from the LA County Children's Health Initiative evaluation

This paper reports early findings from the Los Angeles Healthy Kids Evaluation. Findings from three data sources will be presented to report activities and improvements in outreach, health coverage, and access to care for children in Los Angeles County resulting from the programs. Outreach and enrollment activities are analyzed with LA County data; enrollment and utilization data are analyzed with health plan data; and qualitative data from focus groups and site visits are used to assess early implementation experiences of parents, providers and policy makers. Highlights of early findings include The Healthy Kids Outreach and Enrollment system is making a high volume of contacts with families in a wide array of settings, enrollment has grown steadily and rapidly to nearly 34,000 children in the first year. Yet two thirds of the eligible children remain uninsured and the prospect of capped enrollment threaten further progress. Children are being linked with a primary medical home, and the use of needed medical and dental care is increasing. Parents report that the Healthy Kids enrollment system has been easy to complete and are satisfied with the quality of care and access the program has afforded for their children. Policy implications will be presented and future studies highlighted.
