Measuring outreach and enrollment activities: Findings from the Children’s Health Outreach Initiatives (CHOI) data base in Los Angeles

This paper presents data from the outreach and enrollment systems in Los Angeles County to assess performance in identifying uninsured children eligible for health insurance programs. The CHOI Database captures data collected and inputted by the Contractors relating to outreach, health insurance application assistance, enrollment, and retention. Contractors enter client-level data into this system, but all identifiable information such as names, addresses, phone numbers, and social security numbers are encrypted into the database and only aggregate level data is accessible to DHS. With respect to outreach efforts, the CHOI Database collects data on the dates and locations of events, the type of strategies used, and the numbers of individuals reached. The CHOI database also contains information for each individual that was assisted by the Contractors with an application for a health insurance program. In addition, the system has the capacity to monitor the outcomes of applications including enrollment confirmations and denials. With respect to retention the system is able to use the date in which the individual was first assisted with an application to generate reminders to the Contractors about dates of renewal and re-determination to ensure that individuals retain coverage over time. The CHOI Database also allows demographic data to be collected on all family members including, date of birth, sex, race/ethnicity, residence and language spoken. DHS can also use the aggregate level data for evaluation, progress-monitoring, and performance-measuring purposes.
