Implications of the “new” NREPP for mental health treatment

Two important trends are influencing the expected utility of SAMHSA's National Registry of Evidence-Based Programs and Practices for public sector behavioral healthcare. First, the primary funding sources for publicly-financed treatment (Federal and state government, and contracted behavioral health maintenance organizations) increasingly are insisting on outcome-based accountability in their investments in behavioral health treatment. Within the context of the President's New Freedom Commission on Mental Health, this accountability takes the form of an expectation for recovery among recipients of publicly-financed care. Second, the evaluation field has identified a growing set of techniques that enable treatment activities to generate the level of evidence formerly reserved for clinical trials of medications. As a result of these trends, SAMHSA anticipates changes in how the inclusion of a program or practice in NREPP may affect publicly-financed treatment activities at the community level. This presentation will discuss these changes and their implications for how treatment activities will be developed and implemented in the future.
