The purpose of this session is to provide a forum for the presentation and discussion of differing perspectives on the linkages between trade and public health and the effects or impact – negative or positive -- that trade can have on public health. In keeping with the growing interest in these issues within APHA, this Special Session is intended mainly as an awareness-raising and educative program that will serve to further greater understanding of the issues among the membership and to motivate members to take a greater interest in and involvement with these issues, especially as they effect public health. APHA’s Immediate Past President Dr Virginia Caine who takes a keen interest in the issue will moderate the session. One of the speakers will present the issues as seen from the vantage point of the World Health Organization which has become increasingly involved with trade and health in recent years, particularly in representing the public health perspective to the World Trade Organization. Another speaker, who has contributed to WHO’s work, will ground the WHO perspective in the U.S. context. She will examine the trend for trade bodies to preempt public health authority on issues such as environmental protections, tobacco control, and access to services, which has prompted concern by most mainstream health advocacy groups. She will also raise questions about whether trade rules maximize the potential economic and health benefits of trade, and discuss the campaign for public health participation in U.S. trade policy making. A third speaker will present the perspective supporting the present approach to trade agreements, arguing that trade in some cases can be deleterious for public health interests but in other situations trade may actually promote or benefit public health. | |||
Learning Objectives: Following the Special Session participants will be able to: Discuss the roles of different actors involved with trade and public health at national and international levels. Identify different perspectives on the effects of trade agreements on public health. Determine what would be appropriate positions for public health professionals to take on the issues. | |||
