The objective of this panel is to present some of the critical human resources issues developing nations are facing as they try and address the HIV/AIDS epidemic. The panel takes a broad perspective of human resources, with each presentation focusing on a different human resources issue. Presentations draw on data from qualitative and quantitative research studies and health human resources theory to highlight issues and make recommendations for how human resources issues will need to be considered and addressed in order for governments to meet their HIV/AIDS service provision goals. The questions to be addressed in this panel will include: • How is international support relieving or contributing to the human resources crisis? • How can nations prepare and organize their health workforce to meet the needs of their populations for HIV/AIDS services as well as other health services? • What should the nature and composition of this workforce be? • What training and support is required to provide and manage quality HIV/AIDS services?
Learning Objectives: Participants in this session will learn about: 1) key human resources issues related to HIV/AIDS services scale-up in low resource settings; 2) the role of international organizations and donors in relieving or complicating the human resources problem; and 3) the importance of national level coordination and leadership for addressing the human resources problem.
