This session will describe Mozambique's recent efforts to scale-up AIDS treatment nationally through the public sector health system. Each presentation will describe steps in the process and identify key strengths and challenges to Mozambique’s approach. Examining both the successes and difficulties of the Mozambique experience can help inform the creation of AIDS treatment programs in Africa and the developing world. The first presentation describes how the government-led HIV Care Task Force built on previous efforts to create a comprehensive, sustainable, and equitable national plan. We discuss the importance of funding recurrent costs, including raising salaries for all health workers, and improving overall management of the MOH. The second presentation describes the creation of the management approach and how 24 “Integrated HIV Care Networks” were created, staffed, and supplied throughout the country in a cost-effective manner. The third presentation compares the experience of four models of NGO participation, describing positive aspects of NGOs in helping the initial phase of ARV scale-up, deleterious effects creating human resource distortions (duplicative systems and lack of coordination), and efforts by the MOH to integrate systems. The fourth presentation describes the functioning of the “Day Hospital” model for provision of treatment, including advantages and obstacles. Overall, the panel will provide a comprehensive overview of the planning and implementation of this ambitious and successful plan. | |||
