Capacity building for diabetes outreach: A comprehensive toolkit for organizations serving the Asian and Pacific Islander community

BACKGROUND: Organizations serving Asian American/Pacific Islanders (AAPIs) face many challenges including under-recognition of conditions associated with American lifestyles such as diabetes, and limited capacity in smaller organizations. The National Diabetes Education Program (NDEP) has developed a toolkit designed to assist community-based organizations and community health centers in developing capacity to deliver diabetes prevention and control programs within AAPI communities. Utilizing the Association of Asian Pacific Community Health Organizations (AAPCHO)'s CARE Program (a Community Approach to Responding Early) Guide as a model, this toolkit is intended to help organizations strengthen themselves in eight capacity areas: 1. funding; 2. organizational support; 3. staffing; 4. coalitions and partnerships; 5. community needs assessment; 6. marketing; 7. community education; and 8. evaluation.

METHOD: The CARE Program model developed by the AAPCHO applies Prochaska's seven Stages of Change to organizations. Similarly, the NDEP Capacity Building for Diabetes Outreach toolkit can be used by organizations to evaluate their organizational stage of change in the eight capacity areas. The toolkit then facilitates identification of next steps by providing capacity-building discussion, case examples, and resources for each of these areas.

RESULT: The NDEP Capacity Building for Diabetes Outreach toolkit provides AAPI community organizations with information, tools, and resources to increase capacity, better utilize existing diabetes educational materials, and create new effective programs providing diabetes outreach in the AAPI community.

CONCLUSION: By increasing capacity in eight fundamental areas, AAPI community health organizations and health leaders can improve and/or create an effective diabetes education program within the AAPI community.
