Linking Public Health Nursing Education to Practice: Promoting Human Rights to Health Care

East Carolina University School of Nursing, located in rural eastern North Carolina, is a baccalaureate program that offers community health nursing as a population focused course. It is believed that quality community health nursing practice is based on sound public health principles; upholding the rights of all humans to receive health care with respect, dignity and without bias. To assure that students embrace these values, we use the Integrated Clinical Preceptor Model (ICP Model). Through this framework, students are assigned to a preceptor to study the care of a vulnerable population and the role of the nurse caring for that population. . In addition to didactics, students select a population of interest, with which to complete their clinical learning experience. Faculty effectively guides students in understanding public health principles, through weekly seminars and journals, which utilize public health nursing competencies and the public health intervention wheel. Students then become independently proficient in recognizing the interventions incorporated in the delivery of population care. This valuable learning experience in the area of human caring, challenges the student to confront personal biases related to care of vulnerable populations. When beginning the clinical, students often voice that they do not perceive that the vulnerable have the right to health care and the care delivery environments are undesirable. Following this clinical, students demonstrate understanding about the right of populations to receive health care and recognize environmental influences on health care. Additionally, some students view community health nursing as a viable option for their nursing career.
