Using a Learning Management System to Integrate and Implement a Public Health Workforce Development Model

The emerging threats from pandemic influenza, zoonotic disease, and chronic conditions in the face of an aging and poorly distributed public health workforce, minimally equipped to address serious issues of access and health disparity is driving a vigorous effort to strengthen the training, education and credentialing of that workforce. Inherent in the achievement of this objective is the need to understand both where the public health workforce is located and how well they are prepared to meet their challenges. In order to address this challenge, public health education and training programs must adopt new and sophisticated means of enabling workforce assessment, linkage to needed curriculum, and valid evaluation of both worker achievement and curriculum quality.

The University of Iowa Institute for Public Health Practice is using its learning management system, developed in association with the University of Illinois-Chicago and the Iowa Department of Public Health, as a web-based utility to coordinate each of these elements in a comprehensive systems approach to public health workforce development. This presentation will describe the components of the learning management system and their operationalization through a web-based portal at www.prepareiowa.com. It will also provide examples of the system's utility as demonstrated through Public Health Ready applications in Iowa and Nebraska. This session will conclude with a projection of necessary next steps in the development of stronger support systems to meet the field's interest in public health credentialing.
