**SESSION ABSTRACT** Making performance, evaluation and cost data useful to feds, states and the field

SESSION ABSTRACT: The Government Performance Results Act (GPRA) of 1993 (Public Law 103- 62) was enacted to improve stewardship in the Federal government and requires all Federal agencies to annually set performance targets related to their strategic plan, report performance, and use results to manage programs. Subsequently, the Office of Management and Budget implemented its Performance Assessment Rating Tool (PART) which it uses to rate each Agency's performance according to very specific criteria. In order to streamline and coordinate results from its three Centers, the Substance Abuse and Mental Health Services Administration (SAMHSA) developed a National Outcome Measure initiative. These data serve to further improve SAMHSA's ability to address questions from Congress and the public regarding what types of programs work and for whom. Such information will better inform SAMHSA's future budget allocation and program development decisions.

Two of the session's papers address different Agency and Center aspects of the development, implementation, utility and obstacles related to these common performance measures. The third session focuses on the identification and implementation of an OMB required cost efficiency measure. Our fourth paper will demonstrate how National data requirements have both positive and negative State level ramifications,
