PHN standards of practice and duty statement development in public health categorical programs: Demonstrating PHN advanced practice

Public health nursing practice should be guided by standards of practice and duty statements that reflect a population-based approach and a nursing conceptual model. Los Angeles County Public Health Nursing has been engaged for the past five years in the development of PHN standards of practice and duty statements with the 15 categorical public health programs at employ public health nurses. The approach is based on the national scope and standards of public health nursing practice as articulated by the Quad Council along with the PHN Core Competencies. The approach also includes the use of the Public Health Nursing Practice Model as the framework. The effort is lead by a board certified Clinical Nurse Specialist, Community Health and demonstrates one aspect of this advanced practice role within a local public health jurisdiction. The presentation will focus on process elements that were utilized in the process of the development of standards and duty statements accomplished within a matrix organizational structure. Preliminary products and outcomes will also be presented. Participants will receive copies of sample standards and duty statements and permission will be given to freely copy and adapt these samples to their local work situation.
