The Florida State Substance Abuse Office has in the past six years been the fortunate recipient of two multi million dollar State Incentive Grants for substance abuse prevention. During this same period, the state also received two sizable federal treatment grants: Access To Recovery and Adolescent Treatment Coordination. Along with the new dollars came new ways of doing business, and the shared federal and state vision that both substance abuse treatment and prevention were ready to make quantum gains in our state.
Florida institutionalized recurring yearly statewide youth substance abuse surveys in 1998. In 1999 we were joined by a powerful new partner at the Governor's Office, the Florida Office of Drug Control. Federal partners provided the Core Measures Initiative in 2001 which put quality data collection instruments in the hands of service providers and state planners. Federally funded centers, called Centers for the Application of Prevention Technologies, now provide user friendly web sites and on-demand technical assistance. The University of Miami conducts ongoing evaluation of substance abuse programs resulting in knowledge about cultural and gender differences, program effectiveness, and benchmarks for program performance.
These efforts have borne much fruit. Florida now has, (1) state funded evidence based prevention, (2) web based, service provider data entry and reporting, (3) data driven performance contracting, (4) ongoing process and outcome evaluation for over 100,000 participants yearly and, (5) ever increasing collaboration between state agency stakeholders. It is now important for Florida to consolidate its recent gains and use cost data more efficiently.
