Public health screening of dependency children for FASD

The FASD Center for Excellence developed an initiative to mobilize and build capacity to identify and provide interventions for children with FASD by subcontracting with local juvenile and dependency courts. On September 1, 2005, Ventura County, one of five counties in the United States, was awarded a subcontract for FASD screening, diagnosis, treatment and follow up of all children entering dependency. The goals of the project, creating tremendous Public Health implications, are to increase the stability, safety, and well-being of children who are diagnosed with an FASD The model used by Ventura County is one of integrated services among multiple public agencies and providers coordinated by a designated director and an interdisciplinary FASD team. The target audience is children ages 0 to 17 who meet the legal definition of abuse and neglect and require protection by the Juvenile Dependency Court. A Public Health Nurse (PHN) currently assigned to Child and Family Services (CFS) will perform a comprehensive bio-psychosocial screening. This includes interview, digital facial photographic analysis, developmental assessment and medical record review. Upon screening positive, the child is referred to the FASD interdisciplinary team specialists. The team meets monthly and in the interim utilizes a web-based software application called the “BriefCase” for communication and care coordination. The BriefCase allows members of the team to follow the child's treatment, placement and well-being. This presentation will describe the dynamics of this innovative integrated system of care coordination for FASD screening.
