Democratic participation in occupational health policy in Brazil

Brazilian health and safety staff who work in the Division of of Worker Health and Safety (COSAT) of the Ministry of Health conducted during 2005 a year-long process of workplace health and safety policy discussions that prepared the III National Conference of Workers Health, held in November 2005 in Brasília. This conference was attended by about 1,200 delegates elected by state and county assemblies held throughout the country. It is estimated that over 100,000 Brazilian citizens participated in the debates prior to the national conference, which decided on the occupational health policies that should be implemented by the Brazilian government. The resolutions of the Conference will next be discussed with stakeholders throughout 2006 to leverage a variety of initiatives at the local and state levels.

This presentation profiles the delegates who attended the event and their views regarding health and safety policies in Brazil. In addition, the author examines the main issues debated in the conference and how it shaped the actions to be taken by the Ministry of Health and other Ministries in the future.
