The new Institute of Medicine (IOM) report, "Improving the Quality of Health Care for Persons with Mental and Substance Use Conditions", provides a compelling blueprint for quality improvement of mental health and substance abuse care in the United States. This presentation will review the essential features of the IOM blueprint, which calls for close coordination of mental health and substance abuse care with primary care services, and which includes several "tipping points" that are essential to achieve successful change. National efforts to implement the blueprint will be reviewed. Specifically, effort will be reviewed to develop a national leadership team and to develop strategic implementation steps around the key recommendations. A key implementation step for all who work in the public health field is the development of community collaboratives that can be focused on local needs, yet also serve as a conduit for implementing national best practices and other tools that are essential to improve the quality of care. Several of these concepts are very close to the approach of Public Health Advocates, which were developed in several States about five years ago. This work presents a wonderful opportunity for all who work in the mental health and substance abuse fields.
