Creating a national core curriculum for the public health workforce: First steps

Given that resources for training the public health workforce continue to be limited, the HRSA-funded National Public Health Training Center Network has begun to leverage its internal partnerships to create a competency-based core curriculum to ensure the adequate preparation of the nation's public health workers. As a first step, the Network collected, reviewed and organized all of the distance-accessible training programs developed by its 14 member centers. Two MPH-prepared training center staff collected 142 training programs. 105 programs (representing approximately 200 hours of training) met eligibility requirements and were reviewed and cataloged. Review criteria focused on 3 aspects of each program. First, Council on Linkages (COL) learning levels (awareness, knowledgeable, advanced) were assigned; then COL competencies (from the list of 68) were designated. Last, the main topic (e.g. informatics, ethics, etc.) of each program was recorded. The methodology used to assign competencies and learning levels to programs was developed by the Public Health Foundation (PHF) as part of its work with the COL. All of the programs reviewed were then inserted into a matrix, which displays the programs according to the learning level and competencies addressed. This matrix is currently available for use by educators and public health workers on the ASPH website. The Network is now developing a system to convert the matrix into a searchable database, which will enable individual public health workers to easily find training programs by topic, job responsibility and competency.
