Julia Pekarsky, MPH, Association of State and Territorial Health Officials, 1275 K. Street NW #800, Washington, DC 20005, 202-715-1629, jpekarsky@astho.org, Jessica S. Lowy, MPH, CHES, Rollins School of Public Health, Emory University, Tobacco Technical Assistance Consortium, 1518 Clifton Rd. NE, GCR 808, Atlanta, GA 30322, and Eileen M. Sullivan, Tobacco Control Program, Massachusetts Department of Health, 250 Washington Street, 4th Floor, Boston, MA 02108.

Smoking is the number one preventable cause of death and is directly associated with many chronic diseases and cancers. While many efforts are being made to educate the public about the harmful effects of cigarette smoke, several states have taken the unprecedented move to become smokefree in all indoor workplaces and public areas. This session will highlight several states that have enacted smokefree legislation in order to examine the successes, challenges and lessons learned from the various steps of the implementation and enforcement process. Working together, the Association of State and Territorial Health Officials (ASTHO), the National Association of County and City Health Officials (NACCHO), and the Tobacco Control Network (TCN) will convene a panel of state health officials, tobacco control program managers, and local health officials to discuss the process involved in passing a smokefree law, and also the implementation and enforcement issues that occur in the aftermath. Each speaker will represent one partner that is involved in this multi-player collaboration and will be able to speak from their own perspective on the state or local level. Speakers identified for the panel may include tobacco control professionals from Washington state, which recently enacted the most comprehensive smokefree law in the U.S., including a 25 foot rule; Montana, whose law will include bars beginning in 2009; and Massachusetts, one of the first states to pass comprehensive 100% smokefree restaurant, bar, and workplace legislation in 2004.
