Background: An exploratory multi-subject, time-series case study was conducted to examine membership and organizational characteristics of three regional HIV community planning consortia. The purpose of this presentation will be to focus on the key theoretical frameworks related to organizational structure and behavior, particularly as it influences the functioning of voluntary, community planning bodies. Methods: A comprehensive literature search was conducted to identify relevant theoretical frameworks which ultimately guided the exploratory nature of this case study. Three HIV community planning consortia were selected and data related to membership and organizational characteristics were analyzed. Findings were continuously linked to identify theoretical models and eventually, a typology materialized. Results: A critical component that emerged from this study was the balance between an efficient consortium and an effective consortium. It appeared that an advanced level of organizational structure resulted in an efficient planning body, while higher levels of diversity and increased participation among members influenced effectiveness factors. However, a consortium with a moderate level of formalization, allowing flexibility and timely response to changes in the environment, and high levels of membership diversity and participation was the ideal model. Conclusions: This study supported theoretical models related to organizational development, structure, and behavior. In addition, a typology emphasizing the importance of establishing a balance between efficient and effective levels emerged. These findings can guide community planners, administrators, and key stakeholders in building capacity that will influence community planning bodies' functioning and ultimately, their impact on service delivery systems.
