The Illinois Eye Institute (IEI), the campus-based clinical education program of the Illinois College of Optometry (ICO), recognizes the need for eye care services among children in early intervention programs, approximately one-third of which are uninsured. In response to this, IEI faculty developed and implemented a model (Pediatric Outreach Program - POP) to deliver vision care on-site at preschool agencies.
Grant funds were captured to aid in budget development and delivery of vision examination services and spectacles to uninsured children. Early intervention agencies needing services were identified and trained in obtaining proper consent, case history, demographic and HIPAA information using standardized forms.
Children ages 6 months- 5 years were enrolled in the POP. Weekly, IEI faculty and students performed comprehensive eye examinations consisting of visual acuity determination, cover testing, stereopsis evaluation, cycloplegic retinoscopy and ocular health evaluation at the preschool agency. As necessary, eyeglasses are prescribed and delivered to the children at their agency. For the children that require treatment, follow-up evaluations are performed one month later. The model has established diagnostic, spectacle prescribing, and referral protocol.
