Systems of Care for children and adolescents with emotional and behavioral problems require effective partnerships to be developed among service sectors with different missions and mandates. Consequently, conflict may occur among the partners. Although there are anecdotal reports that interagency conflict impedes effective, sustainable SOCs, there are no studies of the nature or resolution of conflicts. The purpose of this study is to determine the presence, nature and resolution of conflicts within Center for Mental Health funded SIC sites. Information is obtained from mail and web-based surveys of current and graduates sites. The Dillman total design method is used to ensure adequate response rate. Each of 88 sites is invited to submit survey instruments from 10 SOC partners, including parents who serve on the Board. This study informs the development of alternate dispute resolution approaches to resolving SOC conflicts. This presentation will present the findings from the survey of key informants that is now in progress and will serve as a platform for a concept mapping exercise and the development of alternate disputation techniques.
