A Methodology: Family Planning Potential Demand

According to the 2005 World Population Sheet, 53 percent of married women 15-49 years old worldwide are using a modern method of contraception. There is a demand for family planning and meeting this need requires mobilizing all potential partners including the public, NGO, and private sector. Involving the private sector is often difficult because they do not perceive a viable market. The POLICY II Project developed a simple method for calculating the potential demand for FP products which can be shared with all sectors. Estimates for total potential demand for FP are based on current trends, intention to use, population estimates and marriage rates. This potential demand is analyzed by standard of living quintiles. This information is shared with stakeholders across all sectors so that each can focus on providing FP equitably across quintile groups. The goal is to provide access to contraceptive methods across all quintile groups based on ability to pay. These estimates help the public sector allocate adequate budgets and logistics for contraceptive commodities for the lowest quintiles that may not be able to afford contraceptives in the private sector. Additionally, the projected potential demand may entice the private sector to increase their efforts to reach groups in the highest quintiles who can pay. The NGO sector can reach the middle quintile groups with semi-subsidized contraceptives. Estimation of potential demand has been used for Madagascar, Egypt, Peru, and the Dominican Republic. This paper presents the experience of estimating and presenting potential demand for the Dominican Republic.
