The CMS/Premier Hospital Quality Incentive Demonstration (HQID) Project is the first national project to measure hospital performance and offer additional Medicare payment for top quality care. However the quality measurements and quality improvements have not been made in isolation from other reporting and pay for performance programs. The HQID has provided the environment for industry-wide and nation-wide discussions related to quality data collection, analysis and reporting – key components of any program to publicly report on and reward quality. Other considerations include engaging physicians and aligning hospital and physician incentives. The final session in this panel will draw from the experiences of hospitals participating in the HQID, other national reporting programs (e.g., JCAHO ORYX and Hospital Compare), and private pay-for-performance initiatives to discuss the industry's perspective on the future of quality reporting and payment linked to quality.
