Illinois enacted a law in 2004 calling for the development of a state health improvement plan every four years. Developing the Illinois State Health Improvement Plan (SHIP) will produce both a profile of the health of Illinois residents and a strategic plan to improve the health of all residents of Illinois. Based on the Mobilizing for Action through Planning and Partnership (MAPP) process adapted by the Illinois Public Health Institute for state level use, the SHIP is comprised of four assessments, including examinations of health status, forces of change and systems performance. The fourth assessment is the Statewide Themes and Strengths Assessment (SWTS) which consists of three components. Current IPLAN (Illinois Project for Local Assessment of Needs) data from all counties in Illinois has been analyzed to assess the prevalence of health priorities and associated intervention strategies. The analysis organizes these strategies by the Healthy People 2010 leading health indicators, urbanicity, targeted age group, and disease. Strategic planning processes and special initiatives conducted by state agencies have been summarized and common themes extracted. Lastly, several focus groups have been held to determine strengths and concerns for Illinois residents. Combined, these three elements of the SWTS Assessment will highlight current health problems, strategies, and strengths from both statewide and local perspectives. This Assessment provides a framework for the extraction of key health related themes, gives an insightful picture of the local perception of health within the State, and provides input on how alternative allocation of resources to serve populations more efficiently.
