Financing long term care: What can we learn from other countries?

Session Abstract. This is a Symposium with 4 papers. The Moderator is Gerald M. Eggert, PHD ; the Discussant is Jim Callahan, PHD, a leading expert on financing LTC , a former state offical from Massachusetts, and recently retired from the Heller School at Brandeis University. In the USA LTC is largely a private system, with public coverage for some Veterans, Medicaid for the poor and middle class who divest their assets, Medicare for prescription drugs and some transitional, short term nursing home and home health services, and a small amount of coverage by the Administration on Aging and individual States. Private self-pay is the method used by most Americans entering the LTC arena. Few have LTC insurance. A recent survey commissioned by the Commonwealth Fund found that 60% of professionals in the LTC field favored "Medicare Saving Accounts", where working age individuals could begin accumulating tax favored employment compensation to build a nest egg to purchase LTC insurance and/or services not covered by Medicare. Medicare Savings Accounts do not exist today. Dr. Okamoto presents about Japan, Dr Davies presents about England, Dr. Kodner presents about Holland, and Dr. Caro describes an expanding LTC program for assisted living in the Commonwealth of Massachusetts. After remarks by Dr. Callahan, audience participation will be sought.
