Developing public health learning objectives for resident physicians

The Akron Health Department (AHD) is an academic health department affiliated with Northeastern Ohio Universities College of Medicine. AHD annually provides education in public and community health for about 40 postgraduate medical trainees (residents) from five local teaching hospitals through required and elective public health rotations. Residents served by AHD come from family medicine, pediatrics, and internal medicine programs. Rotations are of varying intensity, over a one month period. AHD has previously implemented standard procedures for registration, coordination and basic orientation to public health and the department for health professions students, including medical residents, assigned to AHD as part of their education. After discussions with residency program directors indicated interest in developing rotation learning objectives integrated with Accreditation Council on Graduate Medical Education (ACGME) competencies, AHD undertook further development of its academic infrastructure. Interviews with residency directors revealed differences and similarities in their desires and expectations from the public health rotations. A survey instrument was developed using language from Preventive Medicine Residency Review Committee and ACGME competencies. This tool was circulated to local medical education and public health experts to systematically determine preferences for the essential competencies for AHD resident rotations. These results will be used to develop a set of core learning objectives for resident rotations, coupled with specified activities and durations. An evaluation component will be associated with each activity. In addition, a listing of optional opportunities linked to learning objectives given a lower priority will be prepared.
