The Foundation for a Healthy Kentucky, the University of Kentucky College of Public Health and Kentucky Education Television (KET) are partnering to develop and implement a project designed to engage citizens in deliberation about the values associated with a high-performing health system. The process involves naming and framing health care issues in Kentucky, with participation by both health care leaders and citizens; a statewide launch of a program, based on the named and framed health issues, to engage citizens' deliberation about health care choices and values which drive those choices. The results of this deliberation will be broadly disseminated but also will be used to work with policy makers to implement citizens' choices regarding Kentucky's health care issues. We will report the results of the naming and framing exercises, the results of citizen deliberation across the Commonwealth and how the results of public judgment are implemented.
