Supporting empowerment and change in partnerships between communities and health departments: Lessons learned from the Partnership for the Public's Health Program Office

How can philanthropy best support and sustain local capacity for community-based public health? Lessons learned from the Partnership for the Public's Health (PPH) initiative offer important insights for program design, funding strategies, capacity building, and evaluation. PPH was a 6-year, $40 million effort, funded by the California Endowment and administered by the Public Health Institute. A key component of the initiative was establishment of a Program Office, which was responsible for supporting and guiding the capacity building, community health improvement and policy efforts of 39 partnerships, comprising 14 health jurisdictions and 39 community groups across the state of California. Key components of the initiative that were managed by the Program Office included grants management, technical assistance, communications, state level policy change and evaluation. The experience of planning and implementing this landmark initiative has enhanced the skills and expertise of the PPH Program Office and The Endowment in promoting partnership development, increasing resident involvement, providing customized technical support; building community and institutional leadership; adopting and promoting a broad definition of public health; and fostering sustainability. The PPH Office is currently the Program Office for the local demonstration component of The Endowment's Healthy Eating, Active Communities (HEAC) initiative. This presentation provides a description of the PPH Office functions, emphasizing best practices and challenges. The focus of the presentation will be on recommendations for future programs and projects aimed at promoting community-based public health.
