Deborah Kelley, RN BSN and Barbara Neely, RN BSN MPH. Department of School Health Services, Multnomah Education Service DIstrict, 11611 NE Ainsworth Circle, Portland, OR 97220, 503-257-1611, dkelley@mesd.k12.or.us

Using the Multnomah Education Service District Child Health Program as a project model, we will address developing an innovative approach to provide health insurance access to children. It is a known fact; healthy children learn better, and a better education makes a brighter future. This workshop provides an overview for participants of the stages of development and growth required to maintain a successful collaboration and advocates for quality health policy.

Part I: The challenge of keeping children and families healthy. With the rising rate of uninsured in the United States, combining the strength of schools, health departments, school and community nurses, and private business is an effective way to tear down the obstacles to health care.

Part II: Establishing the collaborative effort and eliminating barriers. An outreach initiative builds on the strengths of existing program concerning health care access. This is an opportunity to create unique partnerships of business and education.

Part III: The financial picture of an outreach program. Financial backing to any project is a challenging. Societies benefit as a whole when multiple sectors take a strong and public stance in support for the health of children.

Part IV: Day to day management of a health access outreach project. Management and coordination of responsibilities is key to success. A team approach with multi-talented associates brings opportunities and new concepts.

Part IV: The project evaluation process. With the right evaluation this health care initiative can strengthen its purpose and structure; making changes and continuing those services best serving the community. This section will also include a panel discussion with a school administrator, business leader, Medicaid specialist, and school health professionals.
