Alcohol and Drug systems have been so battered organizationally and financially in recent years that the federal government recently concluded they may not have the capacity to initiate improvements in treatment and prevention. Therefore, Join Together convened a national panel, “Blueprint for the States: Policies to Improve the Way States Organize and Deliver Alcohol and Drug Prevention and Treatment.” Chaired by former Massachusetts governor Michael Dukakis, the panel has reviewed the current situation and heard from several experts. They are currently in the process of making the policy recommendations that will help states make improvements in these systems. The report is to be released in June, 2006.
Workshop Description: Discussion of the newly released Join Together Policy Panel recommendations report on what State policies can improve the delivery of alcohol treatment and prevention. Focus on policies for systems change including leadership, organization, multi-agency collaboration, performance outcomes, and workforce development.
Presentation Outline
Introduction, explanation of the process and purpose of the report—15 minutes Discussion of guiding principles—10 minutes Discussion of organization and structure substance use delivery systems and state models and the role of leadership—20 minutes Discussion of multi-agency coordination recommendations, including issues of financing, workforce development, and performance outcomes—30 minutes
