Impact of the loss of confidential family planning services on minors in California

Title X clinics are the primary source of family planning and sexually transmitted disease (STD) testing and treatment for California's low-income minors. Legislation to require parental notification and/or consent for a minor to obtain prescription birth control has been introduced in the United States Congress three times since 1998. In the California state Legislature, measures to restrict minors' access to confidential services in schools are introduced in each session. Data from this study will come from an anonymous, self-administered survey to minors (estimated N=2,000) seeking family planning services in Title X clinics in California. Results will provide data on parental consultation patterns of minors seeking services, and the impact of the loss of confidential services on minors seeking prescription birth control and STD testing and treatment. Differences in intentions to seek care across the perceived quantity and quality of parental communication on sexual issues will also be presented.
