Enhancing the capacity of public health nursing through partnerships

In the fall of 2005, the Association of State and Territorial Directors of Nursing (ASTDN) received CDC funding to enhance the capacity of public health nursing through an Association of State and Territorial Health Officials (ASTHO) Cooperative Agreement. The project's goals are to document the impact of the current nursing shortage as a crisis in public health, describe the contributions of public health nurses to population health, define the value of a State public health nursing director, and validate the critical value of and need for adequate public health nursing capacity in achieving CDC's health protection goals and broader public health goals. This session will outline the efforts underway to build a base of support for public health nursing within CDC and with other public health partners (e.g., ASTHO, NACCHO, Quad Council). It will highlight the products of Phase I activities, including a model position description for state public health nursing directors that integrates measurable leadership competencies from the Quad Council's PHN Competencies; a categorical program matrix with examples of how local public health nurses contribute to the implementation of public health programs, particularly those areas funded by CDC; a proposed methodology for establishing a public health nurse to population ratio; and an inventory of existing resources for evidence-based best practices for public health nursing. It will also identify opportunities for public health nurses to participate in or contribute to activities proposed for the second phase of the project.
