Methodological framework for evaluation of a statewide tobacco use prevention and cessation program

With increasing competition for funding, tobacco control programs must be able to provide concrete evidence of their accomplishments and know how to make the best use of available resources. This presentation describes the framework for a comprehensive evaluation of the Pennsylvania Tobacco Use Prevention and Cessation Program. The Program supports over 50 local programs and several statewide initiatives. Philadelphia Health Management Corporation is the lead external evaluator, working with Branch Associates, Inc. The evaluation incorporates both retrospective and prospective components.

The retrospective evaluation assesses the strengths and weaknesses of local evaluation and performance measurement activities completed during the first three years of the Program (2002-2005) and also evaluates the outcomes of the Program during this period. Findings of the retrospective evaluation will inform the prospective evaluation, which will create a standardized data collection and reporting system for all local and statewide programs. The evaluation methodology incorporates qualitative and quantitative analysis of data from primary and secondary sources to assess the impact of statewide tobacco control programming. The evaluation is assisted by a technical working group of experts in many aspects of tobacco control.

The retrospective and prospective evaluations are guided by the following objectives:

Insure that evaluation activities are scientifically sound and relevant to the program; Evaluate the Program's incorporation of, and adherence to CDC's Best Practices for Comprehensive Tobacco Control Programs; Document progress towards achievement of Healthy People 2010 objectives under Tobacco Use.
