School custodians have the least power and lowest wages in any school system. In Tucson, AZ the majority of custodians have Spanish as their first language. Many cleaning materials can be hazardous. It is essential that these workers have an understanding of the chemicals they work with and how to protect themselves. Until December 2004, the only hazcomm training these workers received was from vendors during a day-long marathon training covering a variety of topics –all in English.

A 3-year effort by the American Federation of State, County, and Municipal Employees (AFSCME), which represents these workers, resulted in 426 custodians receiving training through the union in a single day, with 96 receiving training in Spanish. In order to assure reasonably sized classes and allow discussion, a train-the-trainer program was held prior to the training to produce the needed number of union trainers.

This program was well received by workers. Evaluation conducted by AFSCME in June, 2005 revealed that the training resulted in changes in the workplace and in chemical handling at home. Workers felt empowered to take action to ensure their safety. Spanish-speaking trainees deeply appreciated the program. They saw the value for their relatives in Mexico and passed on their new knowledge. A 4-hour training program, therefore, had significant value beyond the immediate knowledge gained.
