Assisting quit attempts for smokers at the public expense: An analysis of smoking cessation behaviors adopted by Koreans

Very few smokers have experienced clinical or professional cessation services before the Korean government has launched a new free smoking cessation service in 247 local public health centers targeting 1% of the smokers to quit smoking nationally in 2005. The new service was funded by the National Health Promotion Fund which has been earmarked from tobacco tax since 1995. The purpose of this study was to analyze the frequent methods of cessation used by smokers, and draw some implications for smoking cessation policy improvement. The author analyzed the results of the National Health behavior Survey comprised of 3,255 cases in 2005, and reviewed the different patterns of quit attempts among smokers. Current smokers' quit attempts were found to be increased to 59%. About 1% of smokers experienced the anti-smoking education or counseling services during the past one year. The results of the survey showed that daily smokers have used self-help method only (84.2%) when attempted quitting during the preceding one year. An analysis of logistic regression showed that quit aids (nicotine patch and bupropion) were used by current smokers 1.3 times more likely than self-help method(p.<.05). For ex-smokers, those who have ceased smoking less than 3 months were significantly more likely to have used quit aid services such as nicotine patch and prescribed bupropion than those who have ceased smoking more than 3-6months(p<.0001). Health promotion program providers in smoking cessation programs have to consider different behavioral conditions of the smokers when provide advice on quit aids in public health centers.
