In this paper I describe the perspective of one European donor, the UK Department for International Development (DfID), regarding the role of the commercial sector in sexual and reproductive health. I describe how institutional attitudes toward the commercial sector have changed over the past decade, the factors that seem to determine level of priority or attention accorded to it, and describe my agency's programmatic experiences, both successful and not so successful, in supporting the commercial sector in the areas of social marketing and public private partnerships. I discuss how DfID sees the role of the commercial sector in health generally and in sexual and reproductive health in particular is considered vis a vis DFID's overarching mission of reducing poverty and its rights-based approach. As one of the few non-US bilateral donors with significant technical capacity in health, DfID is a leader for many smaller European bilateral donors.
