Planning, Regulation, and Public Policy

John Steen, John Steen & Associates, Principal, 18254 Southwood Drive, Meadville, PA 16335, 814-333-3742, jwsteen@expedient.net

Following the three presenters, this presentation will wrap-up the policy issues they have introduced. Clear distinctions will be drawn between public health and the marketplace, and between mission-directed and profit-seeking healthcare delivery. Conflicts between these approaches will be seen as inherent in the separation of public health and personal health. The role of regulation in rationalizing the marketplace and helping to shape competition into addressing community values will be summarized. The goal of public policy will be seen as the validation of these approaches by the community through their active participation and support.
