Are patient rights worth the paper they are written on?

“As a patient you have a number of rights . . . “ This phrase can be found on posters, brochures, and handouts throughout most hospitals, clinics, and doctors' offices. Prominent notices like these, and the shear number of rights listed in them, may provide assurance to some patients about the quality of the care they are about to receive. Although providing notice of patient rights may be seen as a necessary step to implementing such rights, it is certainly not sufficient. In this session I will explore what else has been done to promote patient rights and make recommendations for what remains to be done before patient rights can really matter for patients and for the public's health.
