Conceptual model and methods of the International Tobacco Control Policy Evaluation Project

The International Tobacco Control Policy Evaluation Project is the collaborative effort of a transdisciplinary team of over 40 researchers across 9 countries so far—Canada, United States, United Kingdom, Australia, Ireland, Thailand, Malaysia, South Korea, and China—with projects being developed in several other countries. The central objective of the ITC Project is to conduct rigorous evaluation of the psychosocial and behavioral effects of the policies of the Framework Convention on Tobacco Control. The ITC Project surveys employ research designs that combine the logic of quasi-experimental designs with theory-based mediational models. The ITC surveys involve annual cohort surveys of probability samples of adult smokers in all countries, youth and non-smokers in some, with sample sizes of 2,000 in most countries. In some countries, the method is random-digit dialed phone surveys; in others, face-to-face interviews involving multistage cluster sampling. All surveys include measures of FCTC demand reduction policies (e.g., warnings, advertising/promotion, taxation, smoke-free). The presence of common methods, design, and analytic approaches allows for possibilities for testing commonalities and differences in the impact of FCTC policies across countries. The ITC Project is the first-ever international cohort study of tobacco use, and its focus on evaluating multiple policies in multiple countries over multiple points in time make it a potentially valuable source of data for establishing the evidence base of the FCTC. This presentation will outline the conceptual model, design, and analytic strategy of the ITC Project and will discuss implications for evaluation of public health policies.
