Bob Vollinger, MSPH, Tobacco Control Research Branch, National Cancer Institute, Executive Plaza North, Room 4030, 6130 Executive Boulevard, MSC 7337, Bethesda, MD 20892-7337, 301-496-0275, Bob.Vollinger@nih.gov

The Consensus Development Program is an unbiased, independent, evidence-based assessment of complex medical issues organized by NIH. These conferences have occurred for 30 years and grown in their impact on the relevant fields. The purpose is to evaluate available scientific information on a biomedical issue and develop a statement that advances understanding of the issue and is useful to health professionals and the public. The panel is an independent, broad-based group with appropriate expertise from outside DHHS. This State-of-the-Science on Tobacco Use panel listened to scientific data presented by invited experts and comments from the public, weighed the information and composed a statement addressing six predetermined questions. This statement is an independent report of the panel that has significant potential to influence future directions of the field; it's not an NIH policy statement.

This presentation outlines the State-of-the-Science Conference model and process used to present the evidence the panel considered. The critical policy aspects of the conference and the related sections of the panel's report regarding policies to prevent and reduce tobacco use will be presented. Highlights from the report will be presented to prepare session participants to discuss and debate topics addressed at the conference, as well as other critical tobacco control policy issues that were not sufficiently addressed, with the intention of advancing the field to further reduce tobacco use and protect public health.
