draw on your experience in the policy realm to paint the picture
What is happening in Rwanda - The experience in Rwanda over the past five years in the development of human resource management policies (salary, benefits, training, role cotent, etc) that impact health professionals and, in turn, the services they deliver is reviewed. Specific examples of how governance has impacted productivity will be cited. The questions of how workers make decisions to stay in Rwanda or migrate elsewhere are examined in light of the results of a human resource assessment in the health sector conducted in 2005
Bottom line: when people have confidence in the political system and get a descent package for their living, they would rather remain home where they have other non- material advantages such as family and friends networks.
